-Complete exemption of all kinds of fees and duties -Freedom of transferring foreign capital invested in free zones and its profits outside the country and vise-versa -Freedom of employing local and foreign labor force in projects already set up (or will be set up) in the free zones. -Offer a Syrian certificate of origin or a Syrian free zone certificate for products manufactured in the free zones and certify the invoices of foreign goods stored inside them, in addition to allowing investors to enter annually local raw materials worth of /200,000/ Syrian pounds without the need for foreign currency cover -Provide the infrastructure needed for all projects set up in the free zones (water- electricity- telephone-sewage-roads-and guards) -Freedom of supplying building materials, machines and equipment for projects set up in the free zones, either locally or from abroad Allowing the investor, whenever he wants, to cede the right of investing an enterprise to another tenant or a new applicant -Freedom of transferring goods inside the free zones (cession – transfer from one place to another or from one zone to another). -Investors in the free zones have the right to open a current account in foreign currency in the private banks operating in the free zones or in the Commercial Bank of Syria (free zone branch) -Offer the investor a commercial / industrial register, registration and protection of a special trademark, and setting up companies and registering them within the free zones. -The fees of investment plots (tenancy fees) are moderate and competitive. -Providing public warehouses equipped with all services to receive non-investors goods and enabling non-investors to benefit from the advantages offered to investors in this field within the free zones -It is permitted to export local raw materials to the free zones by means of regular export inventories and according to the provisions of Foreign Trade and the regulations of currency in force , except for some quantities of these materials or of the packing and packaging materials covered by the annual allocations, defined by the Minister for each investor, that are not subject to Foreign Trade provisions and foreign currency regulations in force when exported to the free zones -Decisions of provisional or executive seizure shall not be applicable to facilities set up within the free zones, goods and other things therein, unless the seizure is the result of a dispute concerning an activity of one of the disputing parties in the Free Zones, or when the decision clearly states that the seizure is restricted to the investor's assets in the free zone and to the exclusion of the facility and its investment right -The investor has the right to enter into the country, on temporary basis, the transportations means necessary for his activity, provided that they are used only for the purposes they are entered for. -An arbitration and disputes settlements system for disputes arising in the free zones. -Permission to enter % 25 of the value of exports to the Syrian interior, excluded from the provisions of foreign trade License procedures There are three kinds of license in the Syrian Free Zones: Commercial license Industrial license Banking license The license applicant shall submit the following documents to the Free Zones (General Administration of the Organization or any of the seven branches) 1-A banking, industrial or commercial tenancy (lease) application in accordance with the form authorized by the Organization 2-A receipt of paying an administrative service fee of $ 150 for industrial, commercial tenancy and $500 for banking and services tenancy 3-A drawing of the proposed site which must be taken from the general location of the free zone intended for tenancy, indicating the number of the plot and north direction .The drawing is certified by the technical department of the related free zone 4-A photocopy of the Syrian applicant's identity card or a photocopy of passport for foreigners 5-The contract of setting up the company, if the applicant is a company (a legal person). The contract has to define the company kind, its capital, its duration, the legal authority of signing on its behalf, and the other legal conditions which regulate its work in accordance with the investment law in place in the Free Zones 6-A private representation and deputation contract in accordance with the form accredited by the General Organization for Free Zones, if the applicant is a foreigner. A copy of trader registration certificate is accepted as a substitute, provided the applicant has an activity (enterprise) in the Syrian Arab Republic 7-A written declaration by the Syrian representative named in the representation and deputation contract in accordance with the form authorized by the Organization 8-residence certificate and judicial register (non-conviction) from the concerned bodies
